"Passing the Global Test" - Kerry

Picking up on a topic making the rounds, what the heck does "passing the global test" mean? In Kerry-speak that means we must have the approval of France and Germany to defend ourselves with pre-emptive strikes.

Gotta agree with you. One Bush's most effective moments for me. He picked up this odd Kerry-speak phrase and then held it up for ridicule to the audience.

I would point out that had Israel done what Kerry's suggesting WE do in that regard, that Israel would be a molten glass right now.

I'd just as soon we not end up that way. You have to wonder what Kerry's thinking.

As I understood it, "global test" means "a decent respect for the opinions of mankind".
