DMV Voter Registration Problem

When my wife and I move in July we went to the DMV web site to change our address. It also offered the option to to change your voter registration information, which we did. So, we awaited our registration card and sample ballot; neither of them came. So we filled out new forms to re-register and deliver them by the 9/22 deadline. It turns out the guy in front of my wife had the same problem. How screwed up is that? Something is wrong. I want to start tracking any problems voters have in voting for this recall.
